加快乡镇政权的组织制度创新巩固农村税费改革的成果

Accelerating the Organizational Innovation of Township Government and Consolidating the Rural Tax-for-fee Reform

农村税费改革取得了预期绩效。如何巩固和扩大改革的成果 ,更令人们关注。在分析已有的研究成果的基础上 ,从乡镇政权现状出发 ,认为应从乡镇政权组织制度创新着手 ,才能从根本上确保跳出“黄宗羲定律”。既对现有的研究成果进行了梳理和简要评价 ,又分析了现行组织制度下乡镇政权的现状 ,最后提出了乡镇政权组织制度创新的政策选择基点。

The rural tax-for-fee reform has achieved its expected results. However, more attention should be paid to the consolidating and increasing the reform results. Based on the findings available, this paper argues that, in order to be unaffected by the Law of Huang Zhongxi, the first step is to innovate the organization and institution of the present township government.
