Utilization of foreign issues is an urgent necessity for public security organs and police colleges to understand the world police science and technology. The information and advanced experience from those issues can help the development of our police education and policing science. The way of increasing the rate of the utilization includes increasing the numbers and types of the issues, setting up the database concerned, sharing the resources and improve the quality of the librarians.
