我国输电网络扩展的激励规制与市场化方法的比较研究

The Comparative Study of the Incentive Regulation with the Market Methods in the Electric Grid Expansion

随着我国电力业改革的不断深入 ,中国已经实现了“网电分离” ,发电环节已经引入竞争 ,但是由于输电网络的“自然垄断”特性 ,输电网络目前垄断状态还不能完全打破 ,但是这并不意味着需要政府的规制。本文通过比较输电网络扩展的激励规制与市场化方法 ,论证了输电网络扩展的市场化运营模式比政府激励规制要有效。

With the development of reforms in electricity industry,China has realized the separation of grid and power. We have introduced the competition in the power markets,but the transmission market is still monopolized because of its natural monopolistic characteristic. But this doesnt mean that it do need government regulation. This paper compares the incentive regulation with market methods in the grid expansion and proves that the market methods is more efficient than the incentive regulation in the grid expansion.
