制度创新对实现党和国家的兴旺发达和长治久安带有根本性,全面建设小康社会离不开制度创新。制度创新是全面建设小康社会的内在要求、重要途径、重要动力和重要手段。全面建设小康社会对制度创新提出了新的目标与任务。实现制度创新目标,完成制度创新任务,必须加强理论创新,推进技术创新,重视方法创新,加强宣传教育。

System innovation is of fundamental importance to the realization of our Party's and national prosperity within a long-term peace and order. Building a well-to-do society can't be done without the system innovation. It is the inherent request, the major way, the major motive and the major means to the building. Building a well-to-do society across the country raises new goal and task to system innovation. In order to achieve the goal and accomplish the task, it is necessary to strengthen the theory innovation, to push on the technology innovation, to pay great attention to the method innovation and to strengthen promotion and education.
