光绪七年至光绪十年间山西的禁毒运动是张的禁烟思想的切实体现,政府与民间相辅相成的禁烟主体、禁种与禁吸齐头并进的禁烟策略、先难后易恩威并施的禁烟方法和富有延续性的禁烟法令构成了张氏借鉴以往、以示后人的禁烟政策的主体结构。正是在这种严密合理的禁烟理论指导下,晋省的禁烟措施取得了显著成效,同时为清末新政时期的禁烟运动提供了可兹借鉴的经验。

Movement of ban on opium drugs in Shanxi province was an embodiment o f Zhang's prohibition idean.Prohibition body of opium drugs consistent with folk of government,strategies of banning planting and opium-smoking,methods of temp er justice with mercy and the continuous laws of banning on opium made up the ma in structure of Zhang's policy.Uuder the direction of his policy,the movement of ban on opium drugs in Shanxi province made a great achievement and provided muc h available experience for the Opium Abolition Campaingn of the Late Qing govern ment at the same time.
