中东和平进程的停滞与恐怖主义日益猖獗已经置美以军事援助关系于一种两难境地。在这种军事援助关系之下 ,以色列对有明显的将自身安全托付于美国的“不安全感”和制定内外政策时的约束感。而美国则为此难以在阿以间寻求一种均衡 ,对以色列的军事援助既助长了以政府在中东和平问题上的强硬立场 ,又更加激发了穆斯林世界的不满 ,针对美国的恐怖主义袭击愈演愈烈。尽管在美国内对这一关系的舆论支持呈下降趋势 ,但由于美国在全球和中东地区的战略目标没有发生改变 ,以色列企图“安全自助”的致命伤难以消除 ,在相当长一段时间内 。

The standstill of Middle East peace process and the growing rampancy of terroris m have put the military aid relationship between the United States and Israel in a dilemma. Under this relationship, Israel has a strong sense of insecurity by putting its security in the hands of the U.S., and a sense of restriction in dec ision-making while the U.S. realizes that the aid has not only strengthened con solidated the toughstand of the Israeli government on Middle East peace but also invited more terrorist attack against the U.S. as a result of increasing animos ity of the Muslim world. Nevertheless, this military aid between the two countri es will continue for some time.
