The paper develops an evaluation index system on the development potentials of Hi tech enterprises. Using this index system and by applying modern inkling mathematical theory, it proposes an index grading quantitative standardization method for Hi tech enterprises to explore development potentials. This method provides a reference for evaluating a Hi tech development potentials. This method is applied to evaluate the development potentials on 25 Hi tech enterprises.
