对沈阳地区普遍开展冬期施工的可行性作以分析,探讨冬期施工在技术、经济、产业政策等方面存在的难点,提出通过合理安排施工工序,有选择地进行冬期施工项目,调整建设产业政策,建立冬期施工建设工程考核制度,为冬期施工在沈阳地区全面开展提供理论依据。

This text analyses feasibility on winter construction applied in Shenyang region at large. Difficulties are studied on technology,economic and political policies in winter construction. Through arranging construction procedure in reason,running items in winter construction selectively,adjusting policy on building industry, and establishing merit system on construction engineering , thereby academic gist will be gained on winter construction in Shenyang.
