Down-to-earth Protect Fundamental Farmland in China

"十分珍惜和合理利用每一寸土地,切实保护耕地"是我国的基本国策,十六届三中全会通过的<中共中央关于完善社会主义市场经济体制若干问题的决定>指出:"实行最严格的耕地保护制度,保证国家粮食安全".温家宝总理在全国农业和粮食工作会议上,再次重申了这一原则.强调要实行最严格的耕地保护制度,切实保护基本农田.

The current situation of fundamental farmland is serious in the following aspects: fundamental farmland heavily occupied, the total quality of fundamental farmland backward, reserved cultivated land lacking, the protection policy of fundamental farmland not actually carried-out, and no effective administration and monitoring. First, related laws and regulations should be improved; Second, the administration on land development and use should be strengthened; Third, the theories on the protection of fundamental farmland should be innovated; Forth, the propaganda and education of the protection policy of fundamental farmland should be enhanced.
