Small and medium enterprises are a component part of national economy, which have made an extraordinary contribution to the growth of national economy, social employment, economic invigoration and technological innovation. Making a great development of the small and medium enterprises is a main task of the economic development in various countries. With the advancement of information technology and manufacture technology, the small and medium enterprises are able to integrate and utilize external resources to gain the same benefits of scale economy as large enterprises, remedy the disadvantage of its small scale, poor funds, week technological innovation and poor anti risk through the network organization.
