The new Policy for collecting charges for discharging contaminants is described,and the economic pressure put on the power generation enterprises by the new policy is analysed.how Harbin No.3 power generation company managed the contamination sources and its present status of contamination discharge are presented together with its achievement in controlling contamination discharge by burning low-sulphur coal.It is also suggested to formulate policies economically motivate enterprises to reduce contamination sources so that their market competitiveness can be improved.
