This paper expounds the concept and features of digital library, and starting from both technical level and non-technical level, analyzes on the difficulties in the construction of digital library, and points out that the construction of digital library should be planned in a rational and overall way, speed up the research of talents construction and intellectual property right, etc., establish an excellent environment for whole people's lifetime education, and realize the effective utilization and sharing of resources.
