由于例外条款自身的特殊性、WTO法律体系现存许多不足与缺陷、自由贸易与保护环境的矛盾及其发展等诸多原因的影响,一般例外条款的解释方法除了必须遵循WTO的一般解释原则外,还必须兼顾其他一些重要原则,以保证这一重要法律规定不被滥用,从而维护WTO法律体系的正常运行。

Because of the influences of several factors such as the peculiarities of the exception clause itself, the shortages and defects of existing WTO legal system, the contradiction between free trade and environmental protection and its development, the explaining method must follow the general explaining principles of WTO and other important principles, guaranteeing that this important law isn't be abused, and keeping the normal operation of WTO legal system.
