当前中国农村社会保障体系的问题及对策

The Problem of the Current Rural Social Security System in China and Its Countermeasures

文章主要分析了农村社会保障体系建设存在缺乏明确的理念、缺乏科学深入的研究、缺乏资金投入、面临困难和压力等问题,并分析其中存在的原因:农村市场经济体制建设尚未完成;私人财产权的地位没有确立;法制建设滞后;管理不够科学化与规范;理论研究滞后,提出了构建中国农村社会保障体系的目标及对策。

This article analyzes the problems that the development of the rural social security system is lack of clear definite idea,scientific research,funds investment and so on,and points out its reasons:the development of rural market economic system has not been finished;the position of personal property right has not been established;the improvement of the legal system has lagged behind;the management is not scientific and normal.So this article bring forward objectives for the development of the rural social security system in China and its countermeasures.
