摘要
我国传统行政文化的优点主要表现为“以人为本”、“以民为本”等思想,其弊端突出表现为专制主义的“人治”思想、“官本位”思想,并由此造成了官贵民贱的行政环境,宗法血缘、任人为亲的用人方式,崇尚人治、排斥法制的管理机制。贯彻执行新世纪的治国方略必须树立公仆意识,自觉接受人民和法律的监督,防止公仆变为主人,建立权力制约机制,保证人民依法治权。
The advantages of traditional administrative culture in China mainly show the thought of 'Taking people as the dominant factor' and its drawbacks display the absolutist thought of 'Governing by the official',which creates a administrative environment in which the officials are in higher social status,but ordinary people in lower ones;a personnel way to appoint people by favoritism and a management mechanism without legality.In order to carry out the general plan of governing the country in the new century,it is necessary for us to develop the awareness of public servants;to accept supervision by people and law and to establish restrictive mechanism of power.
