政府“适位”——加快广西社会事业基本建设步伐的一个关键

The Proper Role of Government——the Key to Speeding up the Infrastructure of Social Enterprises in Guangxi

在市场经济条件下,社会事业基本建设需要引进多种经济成份的投入,政府主要是做好“服务”和“裁判”工作,否则就是“失位”。文章分析了广西社会事业投资领域中存在的政府“失位”的现象,指出这种“失位”阻碍了广西社会事业基本建设的快速发展,提出加速推进政企分离和政事分离、减少行政审批事项、严格依法行政等改革措施。

Under market economy,the investment of many kinds of economy is needed in the infrastructure of social enterprises.The main work for the government is to provide good service and judgment.This article analyzes the phenomenon of the improper role of government in the investment of social enterprises in Guangxi,and points out the improper role of government has hindered the rapid development of social enterprises in Guangxi and puts forward some measures of reform to speed up separation of government from enterprise,to reduce administrative examination and approval and to promote the exercise of administrative functions according to law.
