Building Administration Ethics in the Transformation Period

行政伦理就是特殊领域的角色伦理,是以行政系统主体或以行政管理者为主体,针对行政行为和政治活动的社会化角色的伦理原则和规范。在社会转型时期行政伦理失范严重,表现形式多种多样,原因也是多方面的,严重破坏了社会主义市场经济的建立和经济建设的健康发展,使国家和人民利益受到重大损失,严重损害了党和政府的形象,带来行政权力合法性危机。必须确立新时期行政伦理的原则,从加强行政伦理教育、行政伦理立法、强化行政活动监督入手,进一步加强社会转型期行政伦理建设。

The administrative ethics is the role ethics in the special field. It takes the administrative system or administrator as the subject. It is the ethic principles and norms for the administrative behavior and socialized political activities. In the period of social transformation, the administrative ethics is frequently out of norm, varying in its forms and reasons. This can seriously interfere the construction of socialist market economy and block the healthy development of economic construction. As a result, the country and its people will suffer from great losses, the image of the Party and of the government will be ill-created, and the legitimacy of the administrative power will run into crisis. Therefore, the principles for administrative ethics in the new age should be established, starting from the enhancement of the instruction on and legislation of administration ethics, through the reinforcement of monitoring administration procedure, to the accomplishment of building up administrative ethics in the period of social transformation.
