摘要
公开招录人民警察 ,是公安人事制度改革的一项重大举措 ,也是社会关注的热点问题。公安院校作为公安人才培养的摇篮 ,为公安机关输送了大量的人才。但随着国家公务员制度改革的实施 ,完成了计划体制下的统招统分机制向市场经济体制下人才双向选择机制的改革 ,从而也不可避免的出现一些问题。本文主要从两种经济体制下人民警察录用制度的利弊分析了我国当前民警录用中存在的问题 ,提出一些改革人民警察录用制度的构想。
It is a significant move and a popular issue to employ the people'police publicly. The Colleges of Public Security are cradles of the talents for public security organs, which have educated many talents for our society. But, with the implementation of the transforming from the unified distribution mechanism to two-way option, many problems have emerged spontaneously. This article discusses the advantages and disadvantages in the employment of the people's police and puts forward several conceptions of reforming the employment system of the people's police.
