社会变迁要求法律文化变迁 ,小康社会应是法治社会 ,没有法治就不能实现全面小康社会。而要建设法治社会不仅要健全法律制度 ,更重要的是加强法律文化建设。建设有中国特色社会主义法律文化无疑是全面建设小康社会的一项重要任务。对此 ,必须适应小康社会经济、政治、文化发展的需要 ,大力推进法律观念转变和法律理论的创新 。

The changesof society demand the changesoflegal culture.A well-off society should be a society ruled by law. Without the rule of law, a well-off society can never come true. The development of society ruled by law needs not only a sound legal system, but also the development of legal culture. Building the socialist legal culture with Chinese characteristics is an important mission of the development of a well-off society. To adapt to the demands of the development of economy, politics and culture of a well-off society, we must push forward strongly the change of legal idea and the innovation of legal theory, and establish the legal culture of the doctrine of “the rule of law”.
