水利信息化建设需要充分开发与利用水利信息资源,从而提高水利事业活动的效率和效能。从水利信息化的角度分析,水利自动化是水利信息化过程的重要组成部分,水利自动化系统是水利信息基础设施。只有实现了水利信息的自动化采集、传输、存贮和处理,才能提高水利信息资源的聚集能力,充分发挥水利工程设施的效能。因此,水利自动化是水利信息化的前提和基础。

It is crucial for constructing hydrological information system to strengthen development and uti- lization of water information resources, so as to enhance the efficiency of activities. Automation of water resources is a key part and infrastructure of hydrological informationization. Only by realizing the automatic collection,transmission, storing and processing of messages can we take full advantage of information resources.
