非营利组织的协调失灵及其特殊管制机制研究

Non-profit Organization's Coordination Failure and Governance Mechanism

从交易协调问题和非营利组织的社会经济理论出发,讨论了不同协调机制下的协调失灵问题,提出了非营利组织由于其交易特征多样化的特点,存在着市场失灵、互惠失灵和公共失灵的情况。基于非营利组织明确产权分离的特点,提出了一种整合不同协调机制的特殊管制机制以消除或减弱协调失灵的影响,并讨论了其在不同环境下的具体运作。在此基础上,对这一特殊的管制机制进行了内部动态研究,提出非营利组织特殊管制机制减轻协调失灵的能力和效率是以组织的民主机能为前提条件的。

Starting from social-economic theory of the problem of transaction coordination and non-profit organization, this article discusses the coordination failure problem in a different coordination mechanism and indicates that characteristic diversification is a peculiarity of non-profit organization transaction including market failure, reciprocal failure and civic failure.According to non-profit organization specific distribution of property rights, the paper presents that a new governance mechanism, which combines different coordination mechanism, could mitigate coordination failure. This function is in turn discussed in different situations. The paper also makes an internal dynamic study of this special governance mechanism and puts forward an idea that the democracy function is the prior condition of the capability and efficiency of this governance mechanism.
