士官制度改革 ,对提高部队整体素质和战斗力 ,圆满完成以边防保卫为中心的各项任务具有重要意义。同时 ,随着士官制度的改革 ,兵员结构的变化 ,士官服役时间的延长 ,年龄增大 ,实际问题增多 ,以及地方人事用工制度的改革 ,特别是现阶段的国际和国内新变化 ,给士官队伍的思想政治建设带来了许多新情况、新问题。通过深入调查 ,分析现象 ,深入了解当前影响和制约士官思想政治建设的问题和矛盾 。

The reformation of sergeant system is of great importance on improving the overall ability, combat effectiveness of armed forces, and completely accomplishing various tasks focused on frontier defenses as well. At the same time, with the reformation of sergeant system, the change of soldiers' composition, the prolongation of soldiers' term of military service, the increase of ages and factual problems, as well as the local reformation on personnel system, especially with the present new changes internal and external, a lot of new situations and problems appear on sergeants' ideological and political building. We should investigate completely, analysis the phenomena and make a thorough understanding of the present problems and contradictions that affect and restrict sergeants' ideological and political building, only in this way can we find out the correct countermeasures to settle problems.
