精简整编、走精兵之路是我党我军在新中国成立后的一贯思想。党的第一代领导集体适应国际国内形势的发展,坚持精兵原则,积极对军队进行精简整编,并把人民解放军由单一兵种建设成诸军兵种合成的军队;党的第二代领导集体坚决走中国特色的精兵之路,对军队大刀阔斧地进行精简整编,使人民解放军的质量达到了新的水平;党的第三代领导集体密切注视世界军事发展的动向,继续坚持军队精简整编,坚定不移地走改革之路,把人民解放军的精兵、合成、高效建设不断推向新的境界。党的三代领导集体关于军队精简整编的理论与实践为和平时期我军建设积累了丰富的经验,反映了和平时期我军建设的客观规律。

The Party’s first generation of collective leaders adjusted to international and domestic trends by holding to the principle of reducing troop numbers and actively simplifying military organization.They transformed the PLA into a multi-forced military.The second generation adhered to the same approach and vigorously retrenched and reorganized the military, bringing troop quality to a new level.The third generation paid close attention to global military developments and continued to cut troop numbers and push reform.They brought retrenchment, merging and school development into a new realm.
