我国自 1 998年以来 ,民间资本在基础设施投资领域虽然有了很大发展 ,但是 ,其投资现状与国家的预期和基础设施发展的需求之间还存在很大的差距 ,主要原因在于民间资本进入基础设施领域还存在观念、行政体制、市场准入、政策环境、融资、权益保障、市场退出、自身素质等方面的障碍 。

Since 1998, China has made great progress in non-governmental capital investment in infrastructure fields, while there is a great difference between the status quo and the anticipation and demand of infrastructure. The main reason is impediment on modes of thoughts, administrative system, market chartering, policy environment, financing, guarantee of rights and interests, market exit and its quality, which exert influence on the private-run enterprises directly.
