生态城镇:西部城镇建设的必由之路

ECOLOGICAL TOWNS——THE ONLY WAY FOR THE CONSTRUCTION OF TOWNS OR CITIES IN THE WESTERN REGION OF CHINA

西部特殊的地理环境、脆弱的生态环境、落后的经济发展环境决定了西部城镇建设要走一条不同于东部的特殊道路 ,即“生态城镇”道路。这是西部经济与生态建设的必由之路。西部生态城镇建设的具体思路是 :第一、适度发展城镇的数量、规模 ;其次、改变生产方式 ,减轻生态环境的承载压力 ;第三、调整产业结构 ,降低经济发展对生态资源的依赖程度 ;第四、利用现代科学技术 ,建设生态城镇 ;第五、加强城镇功能建设。

The special geographical conditions, fragile ecological environment and under-developed economy in the western region of China make it imperative that the construction of towns and cities there should take a road different from that in the eastern region of the country. In the western region, economic development must be combined with ecological construction. Therefore, new towns or cities should be built into ecological towns. This paper makes five recommendations: the number and scale of newly built towns should be confined to an acceptable extent;readjust production modes so as to alleviate the ecological stress;restructure industrial pattern so as to reduce the dependence of economic development on ecological resources;adopt modern science and technology in the construction of ecological towns and, finally, pay more attention to the function construction in building new towns and cities.
