海上决战依据的是海军实力,当实力对比悬殊时,盲目发动决战无异于加速自己的死亡。丰岛、黄海战后,北洋舰队受到严重削弱,其主力舰吨位数已不到日本联合舰队的三分之一。根据当时的情况而言,摆在北洋舰队面前的只有一种选择,那就是放弃出海歼敌的行动。客观实力使然,北洋舰队只能采取防御,去做积极的防守。
