城镇医疗保险制度市场机制的策略研究

Study of Strategy of Market Mechanism of Urban Employee Medical Insurance System

我国城镇医疗保险制度改革一直强调政府的作用 ,以克服“医疗保险市场的失灵” ,笔者认为这应建立在充分发挥市场机制作用的基础上。文章在分析目前医疗保险制度存在问题的基础上 ,提出进一步引入市场机制来提高医疗服务资源的利用效率 ,促使医疗机构降低成本、提高服务质量 ,以实现“用比较低廉的费用提供比较优质的医疗服务”的目标 ,从而促进医疗卫生资源的合理配置和医疗卫生服务水平的提高。

During the reform of urban employee medical insurance in China, the government's function is always emphasized on to overcome uselessness of medical insurance market. The author thinks it should be based on making full use of market mechanism. Through analyzing the existing problems of current medical insurance system,this paper puts forward that market mechanism should be further introduced to improve efficiency of utilization of medical resources and to urge medical institutions to reduce cost and improve service quality,with which to realize the objective that is to supply quality medical service with cheaper expense and to advance rational allocation of medical resources and improve medical service level.
