摘要
绩效评估作为一项有效的管理工具 ,在疾病控制机构中开始广泛应用。指标体系的确立是绩效评估的核心环节。疾病控制机构绩效评估指标体系的确立应以公共责任和顾客至上为理念 ,遵循SMART原则 ,结构涵盖 4E指标和外部性指标等并进行项目划分 ,而且需要借鉴其他公共部门及非公共部门的经验 ,在实践中不断完善。
As an effective management instrument,performance measurement is widely applied in disease prevention and control institutions gradually. The establishment of the index system is a core link for performance measurement. The establishment of the index system should be based on public responsibility and client-oriented and follow SMART principle. It should cover four aspects that are economic,efficiency,effectiveness and equity as well as external index according to different items. It also need to use experiences from other public departments and non-public departments and is perfected in practice.
