农村富余劳动力转移中的素质障碍与提升措施

On the Quality Obstacles and Improving Methods of Rural Surplus Laborer Transfer

农村富余劳动力转移过程中的素质障碍,构成了乡村人口城镇化的一大难题。研究这一难题的成因及应对措施,是对农民工有的放矢进行培训的重要前提。文化水平低,法制观念弱,城市意识差等是我国农村富余劳动力向城市转移的主要素质障碍。要激活农村富余劳动力的培训需求、建立农民教育培训体系、鼓励职业学校开办农村劳动力转移人员培训班、营造城乡人口平等的环境和加强政府的统筹安排与协调等五点建议。

The quality obstacles of rural surplus laborer transfer have given rise to a big problem in population urbanization. It is an important precondition to study the reason and find a solution for special training for farmers. This article researches the problem in two aspects: Firstly, the quality obstacles in the process of rural surplus laborer transfer, such as low educational level, weak awareness of the legal system, bad urban consciousness, and so on. Secondly, five suggestions dealing with the quality obstacles of rural laborers: 1. Activate the training demand of the surplus laborer to spare in the rural areas. 2. Set up educational and training systems in the rural areas. 3. Encourage the vocational schools to run training courses for the rural laborers and shifting population. 4. Build an equal environment in urban and rural areas. 5. Strengthen the overall arrangement and coordination of the government.
