知识产权法律制度的建立和不断完善,为科技档案管理工作提供了良好的环境,科技档案在收集、归档、开发、利用中存在的科技档案管理与知识产权保护的诸多问题已引起了高校管理部门的重视。针对科技档案长期搁置造成的知识产权自然流失、转让范围划分不清、保密不当、执法监督不到位引发的知识产权纠纷等问题,许多高校从加强普法宣传和职业道德教育、加大科技档案管理力度等方面着手,切实解决知识产权保护与科技档案管理、开发、利用中的矛盾,使二者有机结合,相互补充,相互促进。

With the establishment and the improvement of the laws on the intellectual property right, great changes have taken place in the management of the scientific files in colleges and universities, yet the problems in the collecting, sorting, utilization in the management of the scientific files and the intellectual property right, such as the losing of the intellectual property, the uncleared sphere of the transference, the leakage of the secrets , the implementation of the supervision and the enforcement of the laws, have attracted great attention of the leaders in colleges and universities. Many colleges and universities have taken measures such as: to publicize the corresponding laws; to strengthen the education of professional ethics; to strengthen the management of the scientific files; to solve the problems in the protection of the intellectual property right; as well as the management, the development, the utilization of the scientific files; to make them integrate with each other.
