Proper Adjustment and Gradual Transform of Active Fiscal Policy of China

我国一直处于经济高速增长和财政紧运行状态中 ,不具备长期实施扩张性财政政策的时空环境 ,并且我国财政自身也存在着规模、结构、制度等方面的缺陷 ,加上经济矛盾的复杂性 ,财政政策风险在所难免。因此 ,我们应坚持适度从紧的平衡财政政策不动摇 ,在经济形势好转的情况下 ,积极财政政策要逐步淡出。

China has been in a state of high speed economic growth and finance contraction, and has no space-time conditions of carrying out expansionary fiscal policy in the long run. Moreover, China's finance itself has deficiencies in scale, structure, system etc. Fiscal policy risks are inevitable due to the complexities of economic contradiction. So, China should adhere to balanced fiscal policy of proper tightness. Active fiscal policy should fade out when the country has been in better economic situation.
