结合我国国情和国际惯例,2003年7月,建设部出台了新的计价规范工程量清单计价规范,它标志着我国工程造价计价管理模式的一个质的飞跃,本文主要介绍新规范与定额计价方式的根本区别,以及使用新规范后,面临的问题及不足。

In accordance With the conditions of our country and the international customary practices, the Chinese Ministry of Construction issued the new calculation principles of bill of quantities in July, 2003, which symbolizes a radical progress in our construction cost magagement mode. This article introduces the essential differences between the principles and the mode of quota calculation and the problems raised since the new principles were applied.
