丁日昌作为洋务派的重要成员,认识到强国必须培养具有先进思想和济世意识的人才,而变革迂腐僵化的科举制是当务之急。他主张,一是大胆变革科举内容;二是严格考试;三是向台湾地区的番人等少数民族添加学额,提高当地的教育水准等,寄托了他改制兴国之心。

Three,adding a number of admitting exams in Tai Wan. His goal was that to improve the education level of the minority in this area.
