在探索和建立森林生态效益商品化和市场化交易机制的同时，通过公共财政对森林生态效益进行补偿，是建立森林生态效益补偿制度的一种重要形式，也是发达国家的普遍经验，但这不是唯一形式。在市场经济条件下，森林生态效益的提供者和受益者形成直接交易尤为重要。随着市场经济的发育与完善以及森林生态效益计量手段的科学化。

The broad sense of the forest ecological compensation includes the forest ecological benifit compensauon,the tax revenue, the investment, the loan and the various marketable compensation. The forest ecological benifit compensauon arrangement system can be divided into 'with market as leading compensation' and 'with financial surport from government as leading compensation' (The latter remains to develop further). The market operanon of the forest ecological benifit compensation in China is still in the initial stage. There remain so many problems such as the unclear partition of the property right, the undefined principal part of the compensation, the high cost, the difficult statistical work to the complex forest ecological benefit, influenced the arrangement system greatly. So we need to take more action in related estimation and appraisement.
