城乡一体化原则下小城镇建设的内涵着力点和制度保障

在统筹城乡经济社会发展这一城乡一体化原则下 ,小城镇作为城市与乡村之间的桥梁、农民与市场的联系纽带、农村经济的增长点的作用更加突出 ,提高我国城市化水平要从小城镇建设上突破。政府工作应着重抓好科学规划与管理、提高小城镇人居环境质量、大力发展园区经济三个着力点。要制定有利的社会保障政策 ,增加小城镇凝聚力 ;要稳定土地承包关系 ,在此前提下促进农村土地流转步伐 ,从而既解除进镇农民的后顾之忧 。

Under the urban and rural integration principl e of overall urban and rural economy development, the function of town is effectiv e as the bridge between urban and rural area, the tie of peasants and market, an d the increasing point of rural economy.It should be protruded in town building in order to promote Chinese urbanisation level.Government should put effort on t hree points; scientific planning and management, the promotion of portion of hou sing humanism environment, and the development of garden economy.
