论市场经济对我国政府机构改革的必然选择

市场经济条件下 ,政府代表国家通过对行政权的行使对市场进行干预。 2 0世纪中后期以新自由主义经济学的相关理论为指导而进行建立以“小政府、大社会”为模式的有限政府的行政改革 ,逐步实现有限政府与有效政府的统一。随着我国市场经济体制的进一步发展 ,原有的绝对、高度统一的政府机构模式已经不能适应市场体制的要求。我国政府机构改革应以转变政府职能为重点 ,建立办事高效、运转协调、行为规范的行政管理体系 。

Under the market economy condition, the govern me nt representative intervenes the market through the enforcement of the executive power correctly in the country. Middle and later periods go on and set up with new liberalism relevant theory of economics administration taking “the little g overnment, big society” as limited government of the mode reform for guiding th e 20th century, realize the unity of limited government and effective government progressively. With the further development of the market economic system of ou r country, the mode of government organs of the already existing definitely, hig h degree of unification can't already meet the needs of market system. The refor m in government organization of our country should regard changing government's function as the focal point, set up and handle affairs high-efficiently, operate the management system of administration of coordinating, behavioural norm, set up the limited government in conformity with market economy.
