Technological Imitation or Institutional Imitation——A Comment on the Controversy between Yang Xiaokai and Lin Yifu on Advantages and Disadvantages of Late-Development

杨小凯、林毅夫关于后发优势与劣势之争,实质上是后发国的经济发展应该走技术模仿道路还是制度模仿道路之争。本文围绕这个核心问题,对双方的主要观点进行了归纳提炼和分析评说,认为技术模仿与制度模仿是后发国后发优势不可分割的两个组成部分,在不同的发展阶段其着重点有所不同,单纯的技术模仿论和制度漠仿论都是错误的和有害的。

The controversy between Yang Xiaokai and Lin Yifu on late-development advantages or disadvantages is indeed the one on whether latecomers should make technological imitations or institutional imitations. This paper summarizes and comments on their main points. The authors' views on it are that technological and institutional imitations are not possible to be isolated and separated and it is wrong and harmful to emphasize one-sidedly on any of both imitations, but the stresses put on them varies at different periods of development of latecomers.
