摘要
仅仅认识到农地产权制度残缺是影响农地流转的因素是不全面的,即使农地产权明晰,因经济发展水平所限,我们也不能期望在仍然主要是农业大国的中国农地流转达到较高水平,政府应消除造成农地流转障碍的制度因素而非设计一套制度安排。农村土地流转市场存在明显的封闭性,这种封闭性使农地流转市场是一个信息不畅、充满风险、买方有限的市场。基于专业化目的的农地流转可能为买方提供获利空间从而增强转包激励,但因专业化而伴随农地资产在专用性程度上的增加会限制农地流转。
It is not sufficient to recognize only that the incomplete system of agricultural land property rights in an element affecting the circulation of rural land. Even if the agricultural land property right is evident, we could not expect a higher ability to circulate the agricultural land in an agriculture-leading country like China, limited by the status quo of its commercial development. The government should eliminate the institutional factors which blockade the circulation of agricultural land, rather than designing an arrangement of institution. The market for rural land circulation is obviously enclosed at some extent, which makes the market in information blockade, full of venture and with less buyers. The circulation of rural land, based on a professional target, could offer the buyers a space for profit, resulting in enhancing a stimulus for subcontracts, while there still exists, nevertheless, the restriction of rural land circulation because of the special purpose of rural land property reinforced by professional management.
