摘要
在澳大利亚信用卡市场,交换费是客户在使用信用卡时所产生的费用,交换费用作为交易的成本,通常会以服务费的形式转移到信用卡特约商户上,而商户通常将这项费用转移到消费者手中,并以更高的商品或服务价格形式存在。在澳洲央行改革之前,市场对交换费的分配并没有太多的规定,此费用的收取一般是基于各金融机构的双边协定。研究表明,不透明的费用收取会妨害有效的市场竞争,因此相关的改革是势在必行的。
Interchange fee is a fee that acquirer pays the issuer for the credit card transaction. This cost will pass onto merchants as a merchant service fee;consequently it will pass onto all customers by increasing the price of goods and seraices. Before the reform, there is no systematic arrangement on the interchange fees; it is based on bilateral arrangements between aast numbers of financial institutions. Researches indicate that there is no convincing case for an interchange fees and it will only create barriers for new entrants and an unhealthy environment that prevents competitions. Therefore, reform was needed and it is operating.
