黑龙江省吸引外资发展规模、发展能力以及发展水平远未达到应有的指标,与国内其他省份比较、特别是与发达地区相比,不仅起点低,差距也较大。振兴东北老工业基地政策的实施为我省提供了千载难逢的历史机遇。我省应采取有力措施,实现招商引资的重大突破,这对黑龙江省经济保持快速、稳定、健康地增长具有重要意义。

In attracting foreign investment, Heilongjiang province has lagged far behind some other provinces and some developed regions. The policy of invigorating Northeast old industrial bases brings new golden opportunities for the development of Heilongjiang province. We should adopt the effective measure in order to attract foreign investors and foreign investment, which has important significance for rapid,steady and healthy development of Heilongjiang province.
