浅议电力工程建设监理亟待研究和解决的问题

Elementary Discussion about Supervision Issues Urgent to be Studied and Solved in Electric Power Engineering Construction

面对我国电力工程建设监理工作 1 0多年来发展的现状、存在的问题、与国际上的差距和未来的前景 ,文章指出电力工程建设监理面临着 2个方面的压力与挑战 :一是电力体制改革中主辅分离后 ,电力工程咨询企业面对更加开放的市场 ;二是 2年后国外咨询公司的涌入。为此提出了 1 1个亟待研究和解决的问题 ,涉及监理的定位 ,监理服务范围与国际接轨 ,设计监理纳入工程建设监理 ,调整监理的收费 ,完善监理法规 ,开展正当的竞争机制 ,改革注册工程师的考核体制 ,改进公司资质管理等 ;并提出了具体改进和完善措施 ,供电力行业的工程监理决策人士和监理人员借鉴和参考。

Facing to the present developing situations,existing problems,gap to the international conditions and future prospect for more than 10 years for construction supervision of electric power engineering in China, the paper points out pressure and challenge in two aspects for the construction supervision of power engineering to face to:the first is that the electric power engineering consulting enterprise is facing to more open market after primary and secondary industries have been separated in the course of electric power system reform;the second is foreign consulting companies will surge into Chinese market two years later For this purpose the author also has put forward 11 issues urgent to be studied and solved,including the positioning of supervision,links of supervision service scope to the international course,bringing the design supervision into the engineering supervision,adjustment of supervision fee,perfecting the supervision legal regulations,implementing just competitive system,reforming the examination system of registered engineers and improving management of company's qualification,etc with concrete improving measures,which are useful to engineering supervision of power industry for reference
