The Investment System and Investment Decision Policy for Railways

本文着眼于当前铁路投资体制与投资决策的热点问题,指出投资体制改革的方向应是建立“专项基金制”,积极发展合资建路;重点是保证国家路网干线和地区性干线的建设。同时,文章对铁路投资主体层次与投资的分层决策进行了论述。铁路投资决策是铁路建设全局的重要环节,根据投资主体层次不同,铁路投资决策应实行宏观决策指导下的分层次决策。

Aiming at the hot point problems in the invest- ment system and investment decision policy,this paper pointed out that the orientation of investment system reformation should be the establishment of “fund for special items system”and active develop- ment of building railways of joint venture,with key point setting at national railway network and the construction of regional trunk lines.At the same time,this paper discussed the leyels of main body of investent and the decision by levels for investm- ent.The decision of investment in railways is tho important link in railway construction as a whole. According to the differences among levels of main body of invest,mentthe investment decision in rail- ways should practise decision by levels under the direction of macroscopic decision.
