National responsibility of rural social security

在社会转型时期,由于我们的社会还没有充分发育,市场存在着失败。因此,农村社会保障只有由国家和政府来承担主体责任,成为农村社保资金的主要提供者、农村社保政策法规的制定者和执法环境的维护者,才能最低限度地满足广大农村居民对社会保障的制度需求。

During the turning period of our society, there are still many failures in the market because of the underdeveloped society. Therefore, only country and the government can take principal responsibility for the rural social security and act as the chief provider of the funds, and legislator of its policies and regulations and preserver of the law enforcement. In this way, the rural dwellers' requirement on social security system can be satisfied at the least limitation.
