本文根据对陕西省华阴、富平两县市的调查,分析了欠发达地区县市科技管理工作面临的难题;认为欠发达地区县市科技管理工作的运行,很容易陷入恶性循环;要做好欠发达地区的县市科技管理工作,必须打破这种恶性循环,为此寻找有效的切入点。在此基础上,探讨了这些切入点应该包括的内容。

Based on the investigation about Fuping county and Huayin city, the article deals with main difficulties faced by the science & technology management work in underdeveloped districts, and believes that it is easy for underdeveloped districts to absorb in vicious circulation. It is necessary to break the vicious circulation in order to do the science & technology management work well. To break the vicious circulation, it should be noticed to find keys in four aspects.
