立足大地质大资源 建立科学的大管理系统

Establish Scientific Management System Based upon Great Geology and Rresources

文章结合辽宁省鞍山市的实际 ,提出立足于大地质大资源 ,建立科学的大管理系统这一以创新思维更新矿产资源管理的观念和方式。文章认为 ,建立科学的资源大管理系统需加强地质勘探、扩大资源储备量 ,确保矿产资源对经济发展的长久支撑是建立此系统的目的 ;探矿权、采矿权市场化有偿转让是此管理系统的核心内容 ;建立良好和谐的矿山生产生态环境是此管理系统的终级目标。

According to the situation in Anshan, the paper introduces the ideas for establishing scientific management system to update mineral resource management based upon great geology and resources. It is suggested that establishing the system should strengthen geological exploitation and extend resources reserve. The paper further points out: the aim of establishing this system is to guarantee the long-term support of mineral resources to economic development; the core content of this system is the transfer of exploitation rights and mining rights marketization with compensation; the ultimate aim of this system is to establish a good and harmonious ecological environment for mine production.
