This article studies the development of Quanzhou Normal University after being upgraded into a university from a college. It puts forward ten strategies of running a university such as ' fixing the university position scientifically,displaying the educational characteristics,creating new systems,running university openly,guaranteeing teaching quality,reinforcing scientific research,optimizing the qualification of teachers,financing with multi-channels,building an ideal campus and reforming the logistics department', etc.
