高等教育体系和结构的形成,根本上是受社会政治经济和基本价值观的制约,同时也受社会相关主体的观念行为及政府决策模式的影响。中国高等教育体制和结构的基本框架形成于建国之初,20世纪80年代在市场经济改革背景下做了局部调整,20世纪末又受到高等教育大众化的冲击,社会价值观念发生了很大的变化,未来的改革应通过宏观调控和市场机制的双重作用,建立公平与效率统一的中国高等教育体系和结构。

The forming of higher education's system and configuration is essentially restricted by social politics and economy, meanwhile affected by relevant social subjects and the government's decision mode. The Chinese higher education system and configuration took its form from the establishment of the People's Republic of China, and was partially regulated under the ground of market economy in the 1980's, followed by great changes in social ideology brought by the popularization of higher education. Future Chinese higher education system and configuration should be constructed fairly and efficiently considering the effects of macro-control and market mechanism.
