深化信访体制改革,要优化整合信访资源,以组建群众工作部为突破口,强化群众工作职能,开发利用信访政治资源,促进社会主义民主政治。

To deepen the system reformation of the work of letters and calls(i.e.letters of complaints from people and the calls they make to lodge complaints)must integrate,optimize and utilize political resources and enhance functions by way of establishing the section of mass work for socialist political democracy.
