Democracy is the great ambition since the naissance of policy science.There were two traditional threads in the development of policy science:logical positive approach and normative approach.However,the history of policy science demonstrates that logical positivism cannot realize the democratic aspect of the policy science.As a result,many theorists are seeking for a new way to integrate the logical positive approach and normative approach to return to the original great ambition of Lasswell.Frank·Fischer is one of the outstanding scholars as his participatory Policy analysis is making a great contribution to this reversion.
