The objective of building a well-off society in an all-round wa y set at the 16th National Congress of the CPC is the higher-level objective f ollowing Deng Xiaoping's concept of a well-off society. This objective is the further development of Deng Xiaoping's concept of a well-off society in terms of the content,development stages and attainment steps.
